Monitor Information

Students who are taking a course CAN NOT be their own monitor.

A general definition of a monitor by most states is:

     An impartial "disinterested third party" who verifies identity and processes an
     affidavit testifying the individual taking the examination received no outside
     assistance. A disinterested third party is someone with no family or financial
     relationship to the individual who is taking the examination.

Upon completion of the exam, the required monitor affidavit (see below table) must be faxed to Broker Educational Sales & Training, Inc. at (727) 372-7585. Failure to submit an affidavit will delay course credits being processed and could result in loss of credit for the examinee. All monitored exams must be closed book.

Alabama The examination must be administered by an impartial third-party proctor, who must sign an affidavit attesting to the fact that the student received no outside assistance in the completion of the final examination.

Arizona Self-study exams must be monitored by a CE provider director or a designee of the provider who is an Arizona licensee who supervises the student completing an exam.  The monitoring process must ensure that the student will complete the exam and that the specified conditions of administration are observed.  Exams must be kept sealed until the exam starts. The monitor and licensee must sign the Affidavit of Personal Responsibility.

Arkansas A Disinterested Third Party must proctor all correspondence course examinations.  Proctors must provide an affidavit attesting under oath or affirmation that the correspondence or electronic course examination was proctored, that the examination was provided in a manner specified by the correspondence course provider, and that they are not part of or aware of any efforts to circumvent the requirements of the examination.

Colorado Final exams are required to be monitored by a disinterested third party monitor. The monitor cannot be a family member, nor can it be someone who has a financial interest.

Connecticut Self-study course may receive continuing education approval provided they include an examination on course material approved by the commissioner and administered by an impartial and disinterested person who shall not be in the direct line of supervision of any person taking the examination, nor have any financial interest in the success of any person taking the examination.

Florida No monitor required for Online Exams - Agents are required to acknowledge their understanding that the course examination must be completed unassisted by any person and will agree to this at the end of each online course prior to taking final examination. N/A
Georgia Final exams are required to be monitored by a disinterested third party monitor. The monitor cannot be a family member, nor can it be someone who has a financial interest.

Hawaii Final exams are required to be monitored by a disinterested third party monitor An examination shall not be administered by a person who:
(1) Is related to, or is a business associate of, the licensee taking the examination; or
(2) Has a financial interest of a licensee taking the examination.

Indiana When taking the self-study examination, the producer shall do all of the following:
(A) Sign an affidavit, supplied by the provider, that states the producer did not use outside help such as an open textbook or another individual, in taking the examination. 
(B) A second producer must sign the affidavit verifying that the second producer witnessed the first producer’s examination and no outside help was used.

A producer who takes the examination at a testing center that administers tests for professional designations may have a representative of the testing center sign the affidavit rather than a licensed producer.

Kansas Examinations are required to monitored by a Disinterested Third Party Monitor. Monitors shall be not be affiliated in any way with the providing organization or the licensee and shall be subject to approval by the commissioner or the commissioner’s designee.

Massachusetts Self-study examinations must be proctored by an approved disinterested third-party.  The proctoring process must ensure that the examination will be completed by the student, on a closed-book basis without assistance, and the specified conditions of administration are observed.
Massachusetts specific affidavit is needed.

Michigan It is the provider’s responsibility to assure licensees complete exams without assistance.  Providers must use a disinterested third party to certify this action or schedule separate testing sessions at a specified location.  A disinterested third party is a person who has no financial interest in the success or failure of a licensee maintaining an insurance license.  The disinterested third party must also certify the exam was closed book and no other assistance was used to obtain a passing score on the exam.

Mississippi Self-study final exams are required to be monitored by a disinterested third party (i.e. someone with no insurance business or family relationship to the student).

Missouri Self-study exams must be proctored by a Disinterested Third Party Monitor.  Open book examinations will not be allowed.  The licensee will not be allowed access to books, notes, or any other reference material or information that would give them the answers to the examination questions.

Montana A course examination monitor must be a disinterested third party.  The monitor cannot be a member of the licensees’ family by birth, marriage or any other recognizable family relationship.  The monitor may not have financial dependence on the licensee; this excludes employers, employees, business partners or any other person who would benefit from the licensee passing the examination from monitoring examinations.

Nebraska Impartial “disinterested third party” who verifies identity and processes affidavit testifying the student received no outside assistance.  A disinterested third party is someone with no family or financial relationship to the student, or who is a licensed agent.

Nevada Exams are required to be monitored by:
    1.)  a manager or supervisor, or;
    2.)  a Training Director.

New Jersey The monitor must be an independent 3rd party who does not have any interest in whether the licensee passes or fails the examination.

New York Exams are closed book and are required to be monitored by a New York State approved monitor. Visit this link - NY Approved Monitor Search - to find an approved monitor in your area. Do not begin the exam without a state approved monitor present. Beginning the exam without the presence of a New York approved monitor will result in loss of credit. Please present a valid state ID to the monitor at the start of the exam to confirm your identity. At the completion of the exam, monitors can fax their current New York State Monitor Approval Document along with the monitor affidavit to Broker Educational Sales & Training, Inc. at (727) 372-7585 or mail to Broker Educational Sales & Training, Inc. at the address on the Monitor Affidavit.

North Carolina A proctored exam is required for certain self-study courses:

1.  Final exams that require a textbook course with paper/pencil exam must be a proctored, closed-book exam with no assistance provided to the student by a disinterested third party (i.e., someone not concerned with respect to gain or loss resulting from the exam).
2.  Final exams that require a textbook course that allows the student to submit the exam online must have a proctored, closed-book exam with no assistance provided to the student by a disinterested third party (i.e., someone not concerned with respect to gain or loss resulting from the exam).
3.  Online courses with online exams must be closed-book but do not require a proctor.

A disinterested third party is someone not concerned with respect to gain or loss resulting from the exam.

Ohio Self-study examinations are not required to be proctored.  The student must complete an affidavit certifying that he or she took the exam without assistance of another person.

Oklahoma Oklahoma Insurance Department (OID) requires that all Self-Study (Internet and Correspondence) exams must be proctored by a disinterested third-party. OID defines a disinterested third-party as an individual not related to the examinee, not an immediate supervisor or employee of the examinee, and not concerned, with respect to possible gain or loss, in the result of a pending course final examination.

Pennsylvania The exam must be a proctored, closed-book exam with no assistance provided to the student.  A disinterested third party (someone other than a supervisor or relative) may proctor the exam.

Vermont Self-study exams must be proctored by a disinterested third party.  A disinterested third party is a person who is not in the direct line of supervision of nor has any financial interest in the success of the person taking the exam.  The proctoring process must ensure the exam will be complete by the student, on a closed-book basis without assistance.

Virginia The proctoring process must ensure the examination will be completed by the student, on a closed-book basis, without assistance. A proctor cannot be a co-worker, relative, friend, or an acquaintance. The proctor must be over the age of 18 years and unrelated to the student. Example of proctor - librarian, supervisor, instructor, a person with a CPCU Designation.

West Virginia Self-study examinations must be proctored by an approved disinterested third-party and graded by the course provider.  The proctoring process must ensure that the examination will be completed by the student, on a closed-book basis without assistance, and that the specified conditions of administration are observed.

Wisconsin An approved proctor is an impartial, disinterested third party or currently licensed agent with no family or financial relationship to the student.  The proctor shall verify the agent’s identity and complete an affidavit supplied by the approved provider testifying that the agent received no outside assistance.  Membership in a professional association/organization does not constitute a financial relationship.
